Transformative effectiveness: How EIA can transform stakeholders’ frames of reference

چکیده

The principal aim of environmental impact assessment (EIA) is to foster sustainable development. Sustainability can be conceived along a ‘weak’ and ‘strong’ continuum, in which the latter holds that substitution natural capital severely limited, evidence suggests weak sustainability prevails decision-making supported by EIA. Therefore, based on assumption strong required goal protect biodiversity mitigate future climate change, this paper establish concept transformative effectiveness better evaluate how EIA transformation stakeholders’ frames references towards sustainability. systems US, EU, Brazil were analyzed identify implicit explicit drivers change goal. A literature review within was used for identifying necessary changes need come from both policy actor networks wider social-ecological-technological system operates. From this, new dimension transactive characterized help extent practice transforming as • Transformative evaluating introduced. Strong purpose principles identified. purposes Brazil, European Union, US detailed. How learning transform values. Transformation at micro- macro- meta-scales discussed.

How Frames of Reference Prime Spatial Memory

This study examined priming spatial memory by frames of reference. Participants verified verbal descriptions of scenes which depicted spatial relations among objects. The intrinsic and relative frames of reference were used in the descriptions with varying degrees of veridicality. Descriptions in the two reference frames could either be equally distributed in terms of validity (50:50 ratio of t...

How Different Frames of Reference Interact: A Neural Network Model

It has been argued that people use multiple frames of reference (FORs) for representing and updating spatial relationships between objects in a complex environment. When there are conflicts among representations of multiple FORs, they compete to determine behavior. “Frame of Reference-based Map of Salience” theory (FORMS) suggests that FORs with high salience may be processed in priority. Here,...

How Distributed Ledgers Can Transform Healthcare Applications

Within the Institute of Informatics and Telematics of the National Research Council in Pisa, a new working group on distributed ledgers (DL) is being set up. The main objective of the group is to study DL technology and implement DL-based solutions for different scenarios, such as traceability of products and health care applications (HCAs). In this paper we focus on HCAs and we illustrate how ...

Inner space: Reference frames

How are we aware of our surroundings? Somehow, from a pair of tiny, two-dimensional pictures of the visual world – provided by our retinas – our brains are able to render the world as it is, accurately depicting the locations of both a distant mountain range and the camera we are pointing at it. To understand how space is represented in the brain, neurophysiologists have borrowed the useful con...
